I want to export 5 years of legacy classes from a system and import into OLM (11i OTAJ). If no catalog structure is set up for the legacy classes, can I import them without setting up a new hierarchy and they are still viewable by the end users? Can they see it in their external training or regular training history?

There's nothing to do, everything is OK now.
- you have opened a topic (this topic) in the General forum
- Frank saw it, wondered what OLM was, found that it is related to Oracle E-Business Suite and moved it from General to Oracle Fusion Apps & E-Business Suite forum
- Now the topic is in the Oracle Fusion Apps & E-Business Suite so you don't have to do anything about it any more

As of the answer to your question, I'm afraid I can't help you as I don't know anything about the issue. Someone might, though, help. Just - note that it is Summer, many Forum members are offline (being on vacation, for example), the weekend has already begun in some parts of the world so not that many people will be online. Therefore, there's nothing but being patient.
If the answer to your question is urgent, perhaps you should consider hiring a consultant or contacting Oracle Support service.
